Does a roofer need a BC Housing (HPO) licence?

The question matters most where a roof job stops being only a roof. On the leaky-condo-era townhomes and low-rise buildings of Langford, View Royal and Esquimalt, a re-roof that also rebuilds parapets, replaces sheathing over a large area or ties into wall cladding starts to look like building-envelope renovation, which is one of the licence categories BC Housing names. A plain shingle replacement on a Gordon Head rancher does not obviously fall in that category, and no published rule we found says it does.

Strata councils in Westhills, Royal Bay and Broadmead often ask the question because their bylaws or insurers require 'licensed' contractors, and the word means different things: a municipal business licence, a BC Housing licence, and a trade certification are all called licences. When a strata asks, clarify which they mean; for most re-roofs the practical checks are WorkSafeBC coverage, liability insurance and, if wanted, RCABC membership.

The Act sets up licensing for residential builders and a home-warranty regime for new homes, and it names building-envelope renovators as a licensed category. BC Housing administers it. Homeowner guides we reviewed state that renovation contracts above a certain value need a licensed residential builder and quote a dollar figure; we could not find that rule stated by BC Housing for roofing specifically, and the guides do not cite it, so we do not repeat the figure as fact.

The honest position is that a roof-only replacement is not clearly inside the licensing regime and not clearly outside it, and the way to resolve it for your job is to ask BC Housing with your scope in hand.

Some roofing jobs look enough like envelope renovation to justify the call.

• The job includes replacing wall cladding, parapets or a large share of the sheathing
• The building is a strata or multi-unit, where warranty and licensing rules are stricter
• The contractor markets itself as a building-envelope renovator or general contractor
• The contract value is large and you want the warranty protections that licensed work carries
• A lender, insurer or strata is asking for 'licensed' work and cannot say which licence

Whatever BC Housing says about your scope, three checks apply to every roofing contract in the province: a current WorkSafeBC clearance letter from any company with workers (or, from a one-person operator with no employees, who is not required to register, confirmation of optional personal coverage), because fall protection at 3 metres makes roofing a regulated high-risk trade; a certificate of liability insurance covering your property; and a written contract with the product, scope, schedule and warranty. Add a municipal business licence check and, if you want a third-party guarantee, RCABC membership. A contractor who volunteers all of these has answered the licensing question in spirit; one who cannot produce the first two has answered it too.
