Roofing in Oak Bay: Costs, Common Problems and Local Factors
Oak Bay's 1910s to 1950s Tudor homes were roofed in cedar. What replacing them costs, why salt matters on Beach Drive, and the heritage question.
Quick answer
Replacing a cedar shake roof with laminate asphalt on a two-storey Oak Bay home usually lands between $9,100 and $16,600 before GST in our pricing model once the steep pitch is priced, and going back to No. 1 cedar roughly doubles that at $23,200 to $46,500. Oak Bay has some of the oldest average housing in the region, its Tudor-revival roofs are steep and cut up with dormers and valleys, and the waterfront from Beach Drive to McNeill Bay carries enough salt that fastener and metal choices matter.

Oak Bay context
Oak Bay was built as a garden suburb between about 1910 and 1950, and its architecture came with a roof type: hand-split cedar shakes on steep Tudor-revival and Arts-and-Crafts rooflines, with clipped gables, dormers, and valleys everywhere. Most of those roofs have already been converted once to laminate asphalt profiles that mimic shake, but a real share of cedar survives, especially in the Uplands and along the older streets near Oak Bay Avenue. Converting cedar means removing the skip sheathing or sheeting over it, so decking is a bigger part of an Oak Bay quote than almost anywhere else in the region.
The other Oak Bay factor is the shoreline. Beach Drive, the Willows and McNeill Bay face Juan de Fuca Strait and take the southeast winter storms head on, so salt spray reaches roofs several streets inland. Mature Garry oaks and ornamental trees shade the north slopes, hedged lots make bin placement a negotiation, and protecting established gardens is often written into the contract.

Cedar again, or something that looks like it
The first decision on an Oak Bay roof is whether to stay with cedar. A Surrey cedar guide reports Grade 1 shakes at $14 to $26 per sq ft and material prices up 40 to 60 percent since the 2019 old-growth restrictions, with a maintained life of 18 to 25 years and 12 to 15 unmaintained. Laminate asphalt in a shake profile costs roughly half and lasts a comparable 15 to 22 years locally. Synthetic shake and metal shingle profiles sit between on price and well beyond on lifespan. On a designated heritage home the district may have a view on the change, which is worth settling before quotes are gathered.
- Cedar: authentic, highest maintenance, highest price
- Shake-profile laminate: half the price, familiar to every crew
- Synthetic shake: mid price, low maintenance
- Metal shingle: best in salt wind, longest life
Salt, wind and the waterfront specification
Homes within a few blocks of Beach Drive or McNeill Bay see salt on every south-facing surface after a winter storm. For metal that means a coastal-grade coating and stainless or coated fasteners rather than a standard inland spec; for asphalt it means checking that the shingle carries a high-wind rating and that starter strips and ridge caps are properly adhered. Wind-lifted tabs on the exposed corners of a hip roof appear consistent with under-nailed or cold-installed shingles and are one area a professional may inspect after a storm.

No roofing-specific permit page was found on the District of Oak Bay website, and no Greater Victoria municipality publishes an online re-roof rule. Oak Bay does have heritage conservation areas and designated homes, and a change of roof material on one of those is the kind of alteration a municipality is most likely to want to review. Contact the District of Oak Bay directly before signing a contract for a material change; for a like-for-like replacement, ask the same question and keep the answer in writing.
Protecting the garden while the roof comes off
Oak Bay lots are hedged and planted to the property line, so tear-off debris has nowhere to fall except on something valuable. A good quote names how the crew will protect beds and hedges, where the bin and boom truck will sit on a narrow lane, and whether a tarp-and-catch system will be used on the garden side. That planning costs time and shows up in the access factor, which is why the same roof can be quoted higher here than on an open Gordon Head lot.
