Greater Victoria context
Steep roofs in Greater Victoria belong to two eras. The 1890s to 1930s homes of James Bay, Fairfield, Fernwood and Oak Bay were built with 10/12 and 12/12 pitches, dormers and gables because the attic was living space; the 1990s and 2000s subdivisions of Langford, Colwood and Bear Mountain revived steep pitches for their look, often with a great-room gable at 8/12 or more. Both need anchors, ropes and staging that a 1960s Gordon Head rancher never does.
The old houses add a second problem: their steep slopes were often shingled in cedar and later covered in asphalt without tear-off, so the crew is removing two layers while roped in. Access on a 30-foot Fairfield lot means a bin on the street and bundles carried up a ladder, and heritage-designated homes should check with the City of Victoria building department before any material change. On the West Shore the issue is height rather than age: a steep gable on a three-storey Bear Mountain home puts the ridge 12 metres up.

How pitch is measured and what counts as steep
Pitch is rise over a 12-inch run. A 4/12 roof rises four inches per foot and can be walked; an 8/12 roof rises eight and cannot be safely walked without restraint; a 12/12 roof is a 45-degree slope. Our model calls anything from 7/12 up steep. WorkSafeBC's fall-protection guideline draws its own lines: fall protection is required at 3 metres or more, and on slopes of 8/12 and steeper workers need personal fall protection or a safety net rather than procedures alone. A roofer can read the pitch with a level and a tape from a ladder, or from the attic rafters.
Where the extra 30 percent goes
Roughly half of it is geometry. Over the same footprint a steep roof has about 1.25 times the area of the footprint against 1.09 for a moderate pitch, so there are 15 percent more shingles, underlayment and nails to buy and lay. The other half is time: roof anchors are installed and removed, every worker is tied off, bundles are staged on roof jacks rather than stacked, and the crew moves along ropes instead of walking. Our model represents this as a 1.15 labour multiplier, which matches what local roofers describe as a day or two extra on a typical house.

A steep pitch sheds water and moss faster than a low one, which is why the old Fairfield cedar roofs lasted as long as they did. Asphalt on a steep, sunny slope reaches the top of its lifespan range. Metal on a steep roof is handsome but pricier to install because panels must be lifted and clipped one at a time on ropes; our model gives $19,900 to $39,800 for the two-storey example. The one material to avoid on a steep pitch is nothing in particular; the one to avoid on a low pitch is standard shingles under 2/12, where membrane belongs.
Checking a steep-roof quote
Ask the roofer to state the measured pitch and the area in squares. If the pitch is 8/12 or more and the quote does not mention fall protection, staging or a pitch surcharge, ask how the crew will be protected; it is your roof they are anchoring into, and WorkSafeBC treats homeowners without a written contract as the prime contractor. Confirm how anchor points will be sealed after the job. A quote that prices a 12/12 Fernwood roof at a Gordon Head rancher's per-square rate has probably not been on the roof.
