Greater Victoria's quote problems follow the housing. On pre-1940 Fairfield, James Bay and Fernwood roofs the missing item is almost always decking: plank sheathing under three layers of shingles is routinely part-rotten, and a quote with no per-sheet rate is a quote that will grow by thousands after tear-off. On 1960s–70s Gordon Head and Esquimalt homes the missing item is the low-slope wing: a shingle quote that does not price the torch-on section separately, or prices shingles on a slope too flat for them. On Oak Bay and Rockland steep roofs it is fall protection and staging, which a low bidder may simply not be planning.

The red flags that cost the most

Missing roof area means you cannot check price per square foot against any published range or our model, and it is the single most common omission in quotes homeowners upload. Missing decking allowance is the change-order engine: our model carries $500–$2,500 when the condition is unknown, and on old plank roofs it can be more. 'Flashing as required' is how re-used flashing gets into a new roof; sealant over old step flashing at a Fairfield chimney is a repair you will pay for again. Lump-sum pricing hides all three.

The red flags that signal a bad company rather than a bad quote

Large deposits, cash discounts, no GST line (or a PST line, which BC real-property contractors do not charge homeowners), no local address, no WorkSafeBC clearance letter, and pressure to sign the same day are company problems. So is a warranty described as 'lifetime' without written terms, and a crew that will not say whether the installers are employees. None of these is illegal on its own; together they describe the contractor most likely not to be there when the roof leaks in year three.

Too cheap is a red flag too

A quote well below our model floor or below the low end of published Victoria ranges ($9,000 for a typical single-family home in Shoreline's 2026 guide) is usually missing scope rather than offering a bargain. If it is complete and simply cheap, ask how; some contractors are cheaper because they are efficient, and some because they are not coming back.

How to fix a quote rather than reject it

Most red flags are omissions from an otherwise decent contractor. Send the quote back with a short list: roof area, product line, decking rate, flashing spec, ventilation, warranty terms, payment schedule. A good contractor will add them in a day. One who will not is telling you which kind they are. Then compare the completed quotes side by side.
