Are there rebates for a new roof in BC?

The homes where a rebate question has the most bite are the region's under-insulated older ones: 1940s–50s bungalows in Esquimalt and Vic West, wartime houses in View Royal, and the 1960s–70s Gordon Head ranchers whose attics were insulated to a standard nobody would accept now. A re-roof on those homes is the natural moment to top up attic insulation and add ventilation, which is the part of the job most likely to fit an envelope program, and worth checking before the crew is booked.

On the West Shore the answer is usually simpler. Langford, Westhills and Royal Bay homes were built to recent codes with adequate attic insulation, so there is little envelope work to attach to a re-roof and the roof itself is not a rebate item. Strata homeowners there should also ask whether the strata, rather than the owner, would be the applicant for any building-level program.

Rebate programs pay for measurable energy savings, and a new shingle roof over the same attic does not save energy. Insulation, air-sealing, heat pumps and windows do, which is why the programs that exist in BC are built around them. A metal roof's reflectivity or a white flat-roof membrane can reduce summer heat gain, but we found no BC program that pays for that on a house.

The practical opening is timing. When the roof is off, the attic is accessible, bathroom fans can be ducted properly through new roof jacks, baffles can be installed and insulation topped up without crawling around under rafters. If any of that qualifies for a program, it is far cheaper to do it during the re-roof.

Three steps, all before signing.

• Ask your roofing contractor which parts of the quote, if any, they have seen homeowners claim, and to itemise insulation and ventilation separately
• If an energy assessment is required for a program, book it before the roof comes off; most programs do not pay retroactively
• Keep invoices, product specifications and photos of the work; programs ask for them
• Ignore any roofer who promises a 'roof rebate' without naming the program; ask for the link

With no rebate on the roof itself, the money is saved by scope and timing rather than programs. Three site-visit quotes on identical scope typically spread by thousands; shoulder-season starts can be cheaper to schedule than July; and getting the decking allowance, flashing and ventilation right the first time avoids the second visit that costs more than any rebate would have paid. The invoice will carry 5% GST and no PST, which is a small but real saving compared with taxable retail purchases.
