Quick answer

Nobody in Westhills needs a new roof yet, and the useful numbers are the small ones: a written inspection costs $150 to $400 in our pricing model, a pipe boot $250 to $600, a minor repair $350 to $900, and when the first replacements arrive in the 2030s a compact 1,600 sq ft two-storey detached home will be roughly $5,500 to $10,100 before GST in laminate asphalt. Westhills was built after 2010 around Langford Lake, it is sheltered with light tree cover and no salt, and its distinguishing feature is that so much of it is strata: townhome rows where the roof belongs to everyone and the decision belongs to council.

Westhills context

Westhills is the family end of Langford: compact detached homes, townhome rows and a few apartment blocks built since 2010 on the slopes above Langford Lake, with schools, a rec centre and small lots that put neighbours close together. Every roof is laminate asphalt on plywood, one layer, no chimney, installed by a production builder within the last 15 years. Compared with Bear Mountain above, the roofs are smaller, lower-pitched and sheltered; compared with the 2000s subdivisions elsewhere in Langford, they are a decade younger. There is essentially nothing to replace yet.

What there is to manage is ownership. A large share of Westhills homes are strata townhomes where the roof is common property, funded from a contingency reserve, and replaced as a whole row on a schedule set by a depreciation report. Detached owners have the simpler version: a warranty to keep track of, a north slope that may get a little moss from the retained trees, and a first replacement to budget for around 2030 to 2035.

How Westhills differs from the rest of Langford

The Langford page is about the early-2000s cohort reaching the end of a 15 to 22 year local asphalt life and about Bear Mountain's wind. Westhills is younger and calmer than both. Its roofs are sheltered from the strait and the mountain gusts, there is little tree cover and no salt, and the only exposure of note is a bit of shade on north slopes near the lake. The distinguishing factor is the share of strata housing, which changes who decides, how it is paid for, and how a contractor should be approached. A detached owner in Westhills can plan alone; a townhome owner plans through council.

The strata roof, explained

On a townhome row the roof is common property. The strata's depreciation report should give a projected replacement year and a cost estimate; if the report is old or vague, council can commission a roof condition report at $150 to $400 per building in our model and adjust contributions to the contingency reserve now rather than face a special levy later. Repairs on common property go through council, so a lifted tab above your unit is reported to the property manager, not fixed by a roofer you call yourself. Ask any contractor quoting a row for the price per square and the shingle line, so owners can compare it with a detached rate.

  • Check the depreciation report's roof year and estimate
  • Commission a condition report if the report is stale
  • Report damage to the property manager, not directly to a roofer
  • Ask for per-square pricing and the product line on row quotes
  • Plan reserve contributions against the projected year

Warranty housekeeping for a young roof

For a detached Westhills home, the roof's first decade is mostly paperwork. Locate the shingle product and any warranty registration from closing documents, note the builder's new-home warranty dates, and have the roof looked at from the ground each autumn: pipe boots, ridge caps, and the north slope for early moss. A written inspection at $150 to $400 before the builder warranty on the envelope expires is a cheap way to catch an installation issue while someone else is responsible for it.

Permits and the City of Langford

Westhills is under City of Langford rules: permits are required for 'altering the interior and/or exterior of a structure' but roofing is not named. For the small repairs that are typical here, a permit is unlikely to be the issue, but confirm with building@langford.ca or 250-474-6692 before any structural work or a future material change. On strata property, council approval comes first.

Frequently asked questions

How much does a roof inspection cost?

Our pricing model puts a roof inspection with a written report at $150 to $400, often credited against a quote if work follows. A full home inspection in Victoria runs $500 to $800 according to local inspectors.

Do I need a building permit for roof work in Westhills?

City of Langford rules apply and roofing is not named on the permit page. Confirm with building@langford.ca or 250-474-6692 for structural work or a material change, and get strata approval for anything on a townhome roof.

Should I buy a house with an old roof or moss?

In Westhills the roofs are young, so the question is different: has the roof been inspected, is the warranty registered, and for a townhome, what does the depreciation report say about the roof year and the reserve. Ask for all three before an offer.

How long does a new roof last in Victoria?

Local contractors quote 15 to 22 years for asphalt. A sheltered Westhills roof with good ventilation and no moss should reach the upper end, which puts first replacements in the early to mid 2030s.

How much does it cost to replace a roof in BC on average?

Published 2026 guides put BC asphalt at $4 to $9 per sq ft installed and a 2,000 sq ft home around $13,000 before tax at the midpoint. Our model gives $6,900 to $12,600 for a two-storey 2,000 sq ft home today; a Westhills replacement a decade out will be priced then.
