Greater Victoria context
Greater Victoria's flat roofs are mostly mid-century: the 1950s and 1960s post-and-beam and West Coast modern homes of Gordon Head, Cadboro Bay, Ten Mile Point and the Uplands fringe, plus thousands of later additions, sunrooms and carports bolted onto pitched-roof houses everywhere from Esquimalt to Sidney. Many were originally tar-and-gravel and have been converted to torch-on once already; the conversion job includes removing the gravel and often adding tapered insulation to fix the ponding that killed the first roof.
Ponding is the local killer. With about 608 mm of rain a year concentrated between October and April, a flat roof that drains badly sits wet for months, and the fir needles and arbutus leaves that cover a Saanich roof block the scuppers. Ask any torch-on quote how the drainage will be improved, not just how the membrane will be laid.

What torch-on is and why it is the local default
Two-ply SBS modified bitumen, called torch-on because the cap sheet is heat-welded with a propane torch, is a base sheet plus a granulated cap sheet over a primed deck or cover board. It is robust at seams and penetrations, easy to repair, and every commercial roofer in the region installs it, which keeps pricing competitive. Citadel's BC guide gives it a 25 to 30 year life; our material guidance is 20 to 30 depending on drainage.

Why small flat roofs cost more per square foot
A 300 sq ft carport roof still needs a crew, a torch set, a bin and a full day, so it prices near the top of the per-square-foot range or hits a minimum job charge. Detailing is a fixed cost too: a small roof often has as many walls, drains and pipe penetrations as a big one. Larger, cleaner roofs price toward the low end.

Tar-and-gravel removal is heavy and slow and can add several dollars per square foot. Tapered insulation to build slope toward the drains is the single most valuable upgrade and can add as much again. Wet insulation or rotten decking found at tear-off is priced per sheet. Parapet caps, new scuppers and overflow drains are line items. Finally, open flame near cedar siding or under eaves is a fire risk some roofers manage with a fire watch or by switching to a cold-applied or single-ply membrane; that is the topic of the membrane page.
Safety and access on a low slope
WorkSafeBC's fall-protection guideline treats slopes of 4/12 and under differently: workers must stay two metres back from an unguarded edge without other protection, or use guardrails or restraint. On a small addition roof the whole surface may be inside that zone, so expect edge protection in the quote. Second-storey flat sections over a lower roof also complicate access and add a few percent.
