Flat Roof Membrane Cost in Victoria (TPO, EPDM, PVC)

Membrane roofs are chosen in Greater Victoria for reasons that have little to do with the membrane itself. The classic case is a 1970s Cordova Bay or Ten Mile Point home with cedar siding rising past a low-slope roof, where a roofer will not put a torch near the wall. Another is a rooftop deck over a garage in a James Bay or Vic West infill, where a walkable PVC with a welded seam is easier to detail around railing posts than granulated cap sheet. A third is a tight Fernwood lot where the neighbour's fence is a metre from the eave.

The local trade-off is installer depth. Torch-on crews are everywhere; single-ply residential installers are fewer, and heat-welded TPO and PVC seams depend on the technician's skill and the day's weather. Ask for the installer's manufacturer certification, because the manufacturer's warranty on TPO and PVC usually depends on it, and ask whether the contractor is an RCABC member if a RoofStar guarantee matters to you.

Single-ply material can be cheaper per roll than two plies of modified bitumen, but the labour and accessories close the gap: a cover board over the old deck, adhesive or fastening plates, welded corner and pipe flashings, and termination bars. Choose membrane where a torch cannot go: against cedar or vinyl siding, under soffits packed with fir needles, or on a lot where the fire watch would be impractical. Choose PVC or reinforced TPO for a roof people will walk on. Choose white TPO where summer heat in a top-floor room is a complaint. Choose EPDM for a shaded, plain rectangle where cost is the priority and no one will be walking on it.

The same items as any flat roof: removing tar-and-gravel, tapered insulation to cure ponding, new drains and overflows, and wet decking found at tear-off. Membrane-specific extras are a cover board where the old deck is uneven, walkway pads for a deck, and fully adhered rather than mechanically fastened systems on exposed sites where wind uplift matters. Second-storey roofs over a lower roof or a deck add about 5 percent for access in our model.

Two warranties matter: the manufacturer's material warranty, which on TPO and PVC often requires a certified installer, and the contractor's workmanship warranty. In BC, RCABC's RoofStar guarantee adds a third-party 5, 10 or 15 year guarantee but only through member contractors with independent inspections, and the contractor handles claims in the first two years. Ask which of the three you are getting in writing.
